<p> But there&#8217;s a group of municipalities and counties that hope for fewer state mandates. </p>
<p> Three organizations that represent local governments in the state have released a report saying that government services like health and human services, education and public safety can be improved if state leaders take steps toward more collaboration and innovation. </p>
<p> Paul Fleissner director of Community Services for Olmsted County, spoke with MPR on the issue. </p>

<p>Davenport, IA — Investigations are continuing to determine what caused a small  to roll about 200 feet, before slamming into a terminal building at the Davenport Municipal Airport Saturday, January 21, 2012, reported WQAD. </p>
<p>Police reported that 39-year-old Kevin Kadlec of Eagle River, Wis., had rented a Cessna 172 RG plane and was allegedly trying to start the engine manually, by spinning the propeller by hand, when the accident occurred just before 10:30 p.m. at the Carver Aero FBO terminal building. <</p>

			<content:encoded><![CDATA[<p>WASHINGTON &#8212; Republicans took the offensive Tuesday and cast President Barack Obama as the culprit for the economy&#8217;s persistent frailty, hoping to shift the focus away from his State of the Union address&#8217; theme of economic fairness.
<p>As they awaited the president&#8217;s election season speech to the nation Tuesday night, Republicans in the Capitol and on the campaign trail accused Obama of three years of higher spending, bigger government and tax increases that have left the economy stuck in a ditch. </p>
<p>&#8220;If the president wants someone to blame for this economy, he should start with himself,&#8221; said Senate Minority Leader Mitch McConnell, R-Ky.</p>

			<content:encoded><![CDATA[<p>A man and a teenager have been arrested and charged in an armed robbery at a Loudoun County hotel.</p>
<p>The Loudoun County Sheriff&#8217;s Office said 21-year-old Cesar Pisconte Jr. and a 15-year-old boy demanded cash at gunpoint from a worker in the lobby of the Fairfield Inn and Suites, located at 23000 Indian Creek Drive in Dulles. The robbery happened at about 2 a.m. on Dec. 31.</p>
<p>The teenager&#8217;s name was not released because of his age. Pisconte, of Alexandria, and the Sterling teenager are charged with robbery, using a firearm during a felony and participating in a criminal act to benefit a gang.</p>
<p>The sheriff&#8217;s office said Pisconte is also facing assault and other charges in a Jan.</p>

My mum&#8217;s good like that. But then she added that if I did become a policeman she would never speak to me again. She wasn&#8217;t messing about either; I honestly think she would rather I didn&#8217;t have a job at all. Or was a criminal.</p>
<p>Anyway, I like talking to my mum, so I didn&#8217;t become a policeman. And I&#8217;m not sorry. I think my interest had come mainly from cop shows on the telly. Watching <strong>Coppers</strong> (Channel 4), real police going about real police work, suddenly it doesn&#8217;t look so appealing.</p>

			<content:encoded><![CDATA[<p>FALMOUTH 11 A former staff worker at a West Springfield group home for the intellectually disabled failed to appear for trial Monday in Falmouth District Court on charges that he had assaulted a resident of the home during a weekend outing on Cape Cod in June 1.   John Saunders was found by District Court Judge Don Carpenter to have defaulted on his bail. Carpenter ordered that Saunders not be released if he is stopped for any violation.   Saunders allegedly hit John Burns in the face, causing two black eyes and other injuries. The assault charges were filed in July 1 by Burns17 sister and co-guardian, Sheila Paquette. Saunders, who is represented by a public defender, has previously denied the charges.</p>
